Moore Education Consulting, LLC designs, develops, and implements educational and community-centered programs, with specialized expertise in English Language Arts, literacy, reading, and writing. We are a Women-Owned and Minority-Owned small business serving government agencies, school systems, nonprofits, libraries, workforce initiatives, and prime contractors.

Why we exist
Too many good plans never reach the classroom or the community.
Organizations rarely fail for lack of ideas. They fail at the handoff — between strategy and implementation, between the grant award and the delivery calendar, between the data report and the decision it was supposed to inform.
Moore Education Consulting was founded to close that gap. The firm pairs specialized ELA and literacy subject-matter expertise with program development, program management, and honest performance analysis in a single engagement, so clients are not stitching together three vendors to finish one initiative.
We work with government agencies, school systems, nonprofits, libraries, community organizations, workforce initiatives, and prime contractors across Maryland, Washington, DC, and Virginia, and nationwide through remote and hybrid delivery.

Plans that stall are not strategy. Every engagement is scoped through to delivery, with named owners, timelines, and a reporting rhythm.
Evidence over impression
Progress is measured against defined benchmarks. When the data says an approach is not working, we change the approach rather than the narrative.
Capacity, not dependency
Our aim is for client teams to sustain the work after the contract closes. Training, documentation, and coaching are built into scope.

Founder & Principal
Queshonda Moore, MBA
More than 17 years in K–12 education, with specialized expertise in English Language Arts, literacy, reading, and writing — combined with program development, program management, and data analysis.
Queshonda Moore began her career teaching English Language Arts and moved into instructional and program leadership roles where results were not optional: literacy growth targets, intervention outcomes, funder deliverables, and district reporting deadlines.
She has led ELA and literacy programming, designed curriculum and interventions, coached teachers, facilitated professional learning, and used student performance data to drive instructional decisions. Her MBA added the business discipline — scoping, budgeting, milestone management, and performance measurement — that education initiatives had historically lacked. Results included a Top 2 academic growth ranking across the KIPP Network in 2024–2025 and documented literacy gains for the students she served.
She founded Moore Education Consulting, LLC in Baltimore, Maryland to bring both the subject-matter expertise and the execution capability to organizations building education and community-centered programs.
